In a frenetic first half, Theo Walcott side-footed the Gunners ahead before Rafael van der Vaart struck a leveller.
Samir Nasri's drive put Arsenal back in front and Robin van Persie hooked in a third but Tom Huddlestone's stunning drive made it 3-2 before the break.
Van der Vaart's second-half penalty completed Spurs' comeback.
